Utility Policies
Sewer Steam Cleaning Policies
The "City of Kennedy" ("City") no longer provides sewer cleaning services of any kind. The City recommends residents contact a certified professional to perform these services.
Snowbird Utility Policy
Kennedy’s Snowbird Water and Sewer Utility Policy options include:
Water Turned-Off at Curb-Stop
Upon the resident’s advance request, the City will schedule a time to turn-off the resident’s water at the curb-stop for a fee of $20. And again, upon the resident’s advance request, the City will schedule a time to turn the resident’s water back on at the curb- stop, for a fee of $20. Other than the total of $40, the resident will not be billed for any utility services during the time the water remains off.
Water Remains On at Curb-Stop
The water remains on at the curb-stop and the resident is billed monthly for City water and sewer services at their usual rates, including water based upon usage. No discount.
Utility Line Repair and Replacement Policy
The "City of Kennedy" ("City") provides sewer and water utilities to City residents and businesses within the City limits. When City sewer or water lines are in need of "Repair or Replacement" ("Repair"), this "Utility Line Repair & Replacement Policy" (Policy"), as defined by the City council, must be followed during the Repair process.
Sewer Line

The City maintenance director must be contacted at 218-674-4485 or at the City shop, 202 5th Street East, prior to the start of the Repair.

In accordance with Minnesota State Law, Gopher One must be contacted prior to the start of the Repair.

The location of the necessary sewer Repair determines who is financially responsible for the Repair. Any Repair made on the sewer main (line) is the financial responsibility of the City. Any Repair to the sewer line between the sewer main and up to or within the property structure is the financial responsibility of the property owner.

If an asphalt street is damaged during the sewer line Repair, at least 12 inches of sand will be placed over the Repaired sewer line.

If an asphalt street is damaged during the sewer line Repair, at least 5 feet of Class 5 gravel will be used to cover the Repaired sewer line level to the top of the road.

If all of the above Policy items are met to the satisfaction of the City maintenance director upon inspection of the sewer line Repair, the City will incur the cost of replacing the street asphalt and curb.

If the property owner's hired contractor does not follow the above defined Policy items, the property owner will incur the cost of applying new asphalt to the street and restoring the area to its prior condition.
A copy of this policy will be given to every homeowner prior to the contractor doing the Repair.
Water Line

Any damage done to the property owner's property, including landscaping, between the curb stop and up to or within the property structure is the financial responsibility of the property owner.

Upon the City's Repair of a curb stop, the city will backfill the hole with black dirt and level the curb stop area. The City will not incur any additional expense in replacing grass or any type of landscaping element.
